Presenters:

Helena Haynes CarterHelena Haynes-Carter is Executive Director of the Minority Business Development Agency’s Business Center in Denver, Colorado which is funded by the U.S. Department of Commerce. Haynes-Carter leads organizational strategy, daily operations, and staff. Under her leadership the organization has facilitated contracts and procurement’s in excess of $565 million and financial transactions over $333 million.

Ms. Haynes-Carter is a corporate strategist, organizational and business development expert known for producing top results for non-profit, corporate, and government entities. She is also a national speaker and facilitator.

Prior to her position with the Denver MBDA Business Center, she was the Director of Diversity & Inclusion and Manager of Supplier Diversity for Xcel Energy. As Assistant Vice-President of Corporate Relations for U.S. Bank Helena led corporate social responsibility, philanthropic, media relations, and communication functions.

Her career includes working as a statistician for Standard & Poor’s Compustat Service; program officer and manager across multiple verticals including: Small Business, Human Resources, and Operations for a U.S. transit provider; and, a senior planning and development official for a Housing and Finance Authority.

 

Llily otieno - hi resily Otieno, Project Management Office (PMO) Manager Pipeline Safety Enhancement Plan, SoCal Gas.

Lily Otieno serves as the PMO (Project Management Office) Manager for SoCalGas in the PSEP (Pipeline Safety Enhancement Project) organization, currently the largest pipeline enhancement project in SoCalGas’s history. As the PMO manager, Lily oversees several functions including governance, training and onboarding, management of change, document control, and reporting. In this new role, Lily immediately developed a process for validating data integrity and created the structure for accurate reporting and analysis for the PSEP organization. She also developed and implemented continuous assessments, which were instrumental in executing program wide process improvements.

Previously, Lily served as the CEO of her own consulting firm, Infinity Business Solutions (IBS). As a premier consultant, Lily helped organizations reach their diverse business goals via diverse business training and business development. Lily has a passion for working with clients to develop strategies in order to be successful in the marketplace while ensuring they comply with federal and other public sector mandates. IBS customized diversity training modules that have garnered numerous accolades and contracts from corporations including Jacobs Engineering, Southern California Gas Company, San Diego Gas & Electric and Southern California Edison, Los Angeles World Airport, NV Energy, Walsh Austin JV among others.

Her areas of expertise include instructional design, project management, compliance/quality improvement, business development and facilitation. Lily has 20 years of international management experience and expertise across multiple industries including utilities, banking, construction, IT, universities, healthcare, and non- profit organizations.
Lily’s brand as a diverse business champion has resulted in several awards and recognition, most recently including: 2015 Business Leader “Star” by the Women’s Business Enterprise National Council, 2013 Spirit Award by the National Association of Minority Contractors Southern California Chapter, and 2012 National & Regional Supplier of the Year by the National Minority Supplier Development Council. Lily is also a recipient of the prestigious Proclamation (National Mentoring Month) signed by President Barack Obama as well as several proclamations from the Senate and the congress for her work in the diverse business arena.
